Yes, that right. If one the circuits fail during WAN load balancing, it performs basic failover. So all traffic will go through the one that's still up. Thanks!

@RWM, If the PBX is present behind the firewall, we usually allow all traffic outbound. You can check the outbound traffic using packet monitor to figure out what could be the issue. Thanks!
